Outline of Kyoto Prefectural Public Safety Commission

Public Safety Commission is established in each prefecture based on the Police Act, and the main object is ensuring the democratic administration and political neutrality of police.
The Kyoto Prefectural Public Safety Commission is under the jurisdiction of the Governor of Kyoto and supervises the Kyoto Prefectural Police.

Authority

The Kyoto Prefectural Public Safety Commission has the authority to supervise the Kyoto Prefectural Police. It makes a decision to enact the rules of the Kyoto Prefectural Public Safety Commission by special delegation of laws and ordinances or requesting assistance from National Police Agency or other prefectural polices on the basis of the Police Act.
Based on the law other than the Police Act, the Commission’s duties include:

  • Ruling on the payment of Criminal Victim Compensation
  • Permission, cancellation of antique sales and pawn shop sales
  • Certification, cancellation of security companies
  • Permission, cancellation of businesses affecting public morals
  • Permission, cancellation of possession of a weapon
  • Designation of Organized Crime Groups(Boryokudan) , orders for measures against violent demands
  • Issues regarding installing traffic lights, traffic regulations and driver’s license

Main Activities

The Kyoto Prefectural Public Safety Commission is engaging in various activities for completing its mission, such as holding regular meetings, observing activities of the Kyoto Prefectural Police and checking these details, participating in collaborative meetings with National Public Safety Commission or other prefectural Public Safety Commissions in order to keep close mutual cooperation.

Public Safety Committee

The Kyoto Prefectural Public Safety Commission consists of three members appointed by the Governor of Kyoto with the consent of the Kyoto Prefectural Assembly, and two members appointed by the Governor of Kyoto after being recommended by the Mayor of Kyoto City with the consent of the Kyoto City Council.
Members serve 3 years and they can be re-elected only twice.
The chairperson who oversees public affairs is elected by the mutual election among members, their term of office is one year, however it can be re-elected.
