Beginner Driving Training

Beginner Driving Training is training for people who have imposed more than 3 point in traffic violations or accidents within one year of acquiring a driver’s license.

After the Notification of Training from the Kyoto Prefecture Public Safety Commission has been received, training can be taken within one month.

If the training is not taken, the person will become subject to the Retest, and will have to take the written test and the skills test at the Examination Center, and in the case of failing the test, the license will be cancelled. (*The Retest for mopeds is a written test only)

Persons Subject to Training

People who have been imposed more than 3 points of traffic violations or accidents within one year of acquiring a semi-medium size motor vehicle license, regular license, large motorcycle license or regular motorcycle license, or moped license
The above-mentioned points are applied to the violation perpetrated by vehicle that correspond to the type of driver's license during the Beginner Driving Period.

Training Course Schedule and Venues

With respect to the training course schedule and venues, the Kyoto Prefecture Public Safety Commission will take into consideration the person’s address, etc., in sending the Notification

• Please telephone the driving school listed on the Notification
• If the designated place and time are inconvenient, they can be changed
• The training is implemented at one of 12driving schools designated by the Kyoto Prefecture Public Safety Commission

Training Contents

Groups are formed of small numbers of people for each of these types: semi-medium size motor vehicle license, regular car, large motorcycle, regular motorcycle and moped, and practice and instruction are conducted with the following contents:

• hazard prediction training
• on-campus and road driving practice
• group discussion

Course Exemptions

Those who acquire higher licenses are exempt from courses

• Among those with moped licenses who are subject to Beginners Driving Instruction, those who acquire a license other than a provisional license or a small special license after a violation or accident.
• Among those with regular motorcycle licenses who are subject to Beginners Driving Training, those who acquire a large motorcycle license after a violation or accident.
• Among those with regular licenses who are subject to Beginners Driving Training, those who acquire a large size license, a medium size license, a semi medium-size license, a regular category 2 license, a medium-size category 2 license, or a large-size category 2 license after a violation or accident (as for medium size, excluding medium size restricted up to 8 tons, as for semi medium-size, excluding semi medium-size restricted up to 5 tons).
• Among those with semi medium-size license who are subject to Beginners Driving Training, those who acquire a large size license, a medium size license, a large-size category 2 license, a medium-size category 2 license after a violation or accident(as for medium-size, excluding medium-size restricted up to 8 tons).
• Among those who are in the process of applying for higher licenses at driving school and those who are expected to apply for higher licenses during the Beginners Driving Period, please contact us at the reference below.

Training Period Extensions

Of those who are unable to take the course during the course period (within one month from the date or receipt of the Retest Notification), for those to which the following is applicable, the course period can be extended.

• due to overseas travel
• due to suffering a disaster
• due to illness or injury
• due to having one’s personal liberty restricted due to legal regulation
• due to unavoidable urgent business from the viewpoint of social customs or the conduct of business
• due to suspension of the validity of license
• in other cases recognized as unavoidable by the Public Safety Commission
